Glaring flaws in online driving licence facility

LAHORE: The Punjab government seems to have launched the much-needed Driving License Issuance Management System (DLIMS) facility in haste as it has certain ‘loopholes’ which need to be plugged.

Those who have knowledge of digital intricacies say the system, in its present form, can be misused by unscrupulous elements.

Thousands of people want to have the (learner’s) driving licence without hurdles, especially after the recent government crackdown on underage drivers. Sensing the public load, the Punjab government launched the DLIMS a couple of days ago.

The facility has attracted a large number of people who seek online licence while sitting in the comfort of their homes. Many people have lauded the initiative which is meant to save the document seekers from the hassle of long queues at nearby police stations or the traffic police office.

What is required?

The documents required to get the online license after registration on the portal include: CNIC, applicant’s name, father’s name, home address, blood group, height, contact number, emergency contact number and date of birth.

After submitting the required documents, the aspirant will get a PSID code required to pay the nominal license fee of Rs60 through electronic means.

On Nov 17 last, Justice Ali Zia Bajwa of LHC directed the Punjab government to book all those driving on roads without having a valid licence.

He issued the direction while hearing a petition to invoke Section 302 in the case related to the tragic car accident which left six members of a family dead in Lahore.

Following the order, the Punjab government launched a crackdown on the violators and found that a majority of the motorists did not have licences. The government set up centres for issuance of learner’s licence and launched an online portal to facilitate the aspirants.

What is DLMIS?

Shedding light on the DLIMS features, the Punjab government documents read, “DLIMS Phase-II automates the processes for driving license issuance, renewal and upgrades. These activities are carried out throughout the province of Punjab. This system provides quick processing service to public and up to date statistics to the authorities by using state of the art technology and equipment.

“The system redefines the issuance process of all types of licenses by using a centralized network.”

The provincial documents claim that it’s a centralized issuance and management system of driving licences which will help reduce vehicle related crimes, create a data hub to facilitate other agencies and enhance the revenue by ensuring transparency.

Flaws in the system

However, the existing system proves otherwise as the data being collected might be not factual due to system flaws. It’s praiseworthy that people are getting their licences without hassle but the fact that the basic driving document can be obtained with the help of fake documents is too glaring too be ignored. The system lacks measures to verify the identity of the candidates. 

Many applicants say the DLIMS page crashes frequently and it takes a lot of time to complete the procedure.

Mohsin Ali, an information technology expert, told Dunya News that the DLIMS had flaws and unscrupulous elements could misuse it.

Elaborating on the flaws, he said a licence could easily be obtained with the help of fictitious details. For example, the image of a candidate could be replaced with that of any object or even animal.

In these perilous times, said Ali, more homework needed to be done by the government departments to launch a public facility. The system seemed to have been launched without inhouse testing, which makes it vulnerable to hacking, he said.

“Instead of succumbing to the public pressure, the provincial government should relaunch the system by making it foolproof,” said Ali.

He also argues that when the entire data is available with the government, why it’s not being used for verification before issuing the learner’s license.

What a candidate says…

Jahangir, who works for a private company, says he got his licence by using the online facility for fear of increase in rates. He says it’s a good facility and the government must continue it so that more and more people could get the learning licence easily.

He says it will equip people with licences which, in turn, will help prevent traffic violations.

Dunya News contacted the Punjab information minister, Amir Mir on his cell phone for version on the issue, however, the person who attended his call said the minister was at airport and contact the traffic police officials.

A traffic police officer requesting anonymity said neither the department developed the portal nor maintaining it. The Punjab government is in a better position to clear the picture, the officer added.

The Islamabad district and sessions court has reserved verdict on the bail plea of the Pakistan Tehreek-e-Insaf (PTI) founder in the May 9 case.

Judicial Magistrate Omar Shabbir heard the case against the PTI leader registered in Shahzad Town police station.

Naeem Haider Panjhota, Sardar Masroof and Amina Ali appeared before the judge as counsel for the PTI leader.

The lawyers said the case against the PTI founder had not been pursued by an authorised officer. All cases against him had been instituted on the basis of politics and should, therefore, be quashed, they demanded.

The court after listening to the arguments reserved the verdict.

 The Rawalpindi Sessions Court on Thursday dismissed a petition seeking the registration of a case against former Rawalpindi commissioner Liaquat Ali Chattha.

Additional District and Sessions Judge Hakim Khan issued a two-page written order on the petition.

In its order, the court observed that apart from the Election Commission of Pakistan (ECP), a departmental inquiry was also being conducted against the former commissioner.

If the allegations were proven in the ECP and departmental inquiries, a legal action was certain, the order stated, adding that in this situation, there was no justification for registering a separate case against the former Rawalpindi commissioner.

Two lawyers from Rawalpindi had filed the petition seeking the registration of a case against former commissioner.

In a Feb 18 presser, the former commissioner admitted that elections in his division were “rigged”.

The commissioner accused Chief Election Commissioner (CEC) Sikandar Sultan Raja of being complicit in the rigging and asserted that he, along with the CEC and Chief Justice of Pakistan Qazi Faez Isa, deserved punishment, even the death penalty, for their injustice.

Chattha expressed remorse for forcing his subordinates to engage in wrongdoing and admitted that winning candidates were made to lose on 13 seats in the Rawalpindi division.

Later on Feb 23, Chattha retracted his earlier statement in a written statement submitted to the Election Commission of Pakistan (ECP).

In the statement, Chattha confessed to having supported the narrative of the Pakistan Tehreek-e-Insaf (PTI) about rigging in the general elections and maligning state institutions in exchange for a lucrative position in the future.

He stated he had been made this offer by a Lahore-based PTI leader with whom he had developed a close friendship.

Chattha alleged that “this entire planning had been formulated after consultation and approval of the senior leadership of PTI”.

He stated that this proposal was made by the said [PTI] individual in consideration of the fact that he was about to retire from service after having remained a part of the services for 32 years and enjoyed all the perks and privileges.

IHC orders Zartaj Gul to appear before court with record in ECL name removal case

Islamabad High Court (IHC) has sought the record from Zartaj Gul’s counsel on a petition seeking the name removal of PTI leader and MNA Zartaj Gul from the Exit Control List (ECL).

IHC’s Justice Tariq Mehmood Jahangiri heard the case on Zartaj Gul’s name removal from ECL.

During the hearing, the state counsel stated that Zartaj Gul’s name has been included in the Provisional National Identification List (PNIL).

Upon inquiry from the court, the state counsel informed that Zartaj Gul’s name was included in PNIL on the order of Islamabad and Punjab police, and the Federal Investigation Agency (FIA) was responsible for including the name in PNIL.

State counsel added that five cases were registered against Zartaj Gul in Islamabad and Punjab.

The petitioner’s counsel, Advocate Usama, disclosed that Zartaj Gul has been granted bail in those cases. He reiterated that the name was being included in the PNIL list despite being on bail.

During the hearing, Justice Tariq Jahangiri inquired about how many cases Zartaj Gul has been granted bail in and ordered the petitioner to appear before the court in the next hearing.

Consequently, IHC has adjourned the case hearing until next week by directing Zartaj Gul’s counsel to appear before the court in the next hearing with records.
